During the campaign launch of Pink Dot 2016 which was held at 7pm on Thursday, 21 April 2016 at The Projector, located on level 5 of Golden Mile Tower along Beach Road, it was announced that 2016's event would revert to being held in the day instead of at night, as had been the case since the fourth Pink Dot in 2012. The audience was given instructions on how to collect circular pink placards and write their messages of support on one side of it before raising them as the culmination of the day's event. Only Singaporean citizens and permanent residents could do so as, according to the rules of Speakers' Corner, it was illegal for non-Singaporeans and non-PRs to participate, although they were welcome to watch.
